The United Nations refugee agency today reported that a sharp rise in violence in Somalia in January left nearly 260 civilians dead, in addition to uprooting over 80,000 and causing widespread destruction.

According to local sources, intense clashes between Government forces and militia groups fighting in the strife-torn central regions have also left 253 civilians wounded.

All of this "makes January the deadliest month since last August," Andrej Mahecic, spokesperson for the UN High Commissioner for Refugees (<"http://www.unhcr.org/cgi-bin/texis/vtx/home">UNHCR), <"http://www.unhcr.org/4b6819bc9.html">told reporters in Geneva.

During January, some 29,000 people have been uprooted by heavy fighting in Dhusamareebb in Galgaduud region, with the internally displaced persons (IDPs) there facing difficult conditions.

"Fearful of returning to their homes, many are reported to be sleeping in the open with dwindling shelter and little water. There are also growing concerns about the health conditions of particularly vulnerable groups – such as children, women and elderly," said Mr. Mahecic.

Also last month, over 25,000 have fled their homes to escape renewed clashes in Beled Weyne in Hiraan region, while another 18,000 are known to have been displaced in the on-going conflict in the capital, Mogadishu.

UNHCR said that worsening security has made it difficult, if not impossible, for humanitarian workers to access the needy population.

The agency plans to distribute emergency relief items and shelter material to over 18,000 people in 27 locations where the displaced are temporarily settled around Dhusamareebb and Beled-Weyne as soon as the security conditions allow.

More than 1.4 million people are internally displaced in Somalia, which has been devastated by factional fighting and without a functioning central government since 1991, owing to escalating violence and a worsening humanitarian situation.

In addition, some 560,000 Somalis live as refugees in the neighbouring countries, including Kenya, Yemen and Ethiopia.

Meanwhile, the World Health Organization (<"http://www.who.int/en/">WHO) said it is working with its non-governmental partners in Somalia to carry out disease surveillance. There are indications that acute watery diarrhoea is widespread in parts of the country's central and southern regions.

The United Nations refugee agency has closed a makeshift camp located between the borders of Iraq and Syria and relocated the last of the Palestinians who had been stranded there for nearly four years.

The last 60 residents of the Al Tanf camp were transferred yesterday morning by the UN High Commissioner for Refugees (<"http://www.unhcr.org/4b67064c6.html">UNHCR), working in cooperation with Syrian authorities, and they will be housed temporarily at another refugee camp, Al Hol, inside Syria.

"I am very happy that this is finally over," said Abu Mohanned, one of the relocated refugees. "We have been waiting for this for such a long time and yet we are anxious about what's next."

Al Tanf, a makeshift camp located on a narrow strip of the so-called "no man's land" between the Syrian and Iraqi borders, was set up in May 2006 for Palestinian refugees who fled Iraq since 2003 because of threats, torture, detention, or after friends and family members were killed.

While the camp was meant to be a temporary solution, the refugees ended up spending almost four years there, noted UNHCR. During this time, they faced harsh desert conditions such as extreme temperatures, sandstorms and floods, all with difficult access to medical services.

UNHCR has been appealing to States to resettle the Palestinian refugees that have been stranded in such makeshift camps to give them a chance to start a new life.

Out of the 1,300 Palestinian refugees who had lived at different times in the camp, more than 1,000 were relocated to third countries, including Belgium, Chile, Finland, Italy, Norway, Sweden, Switzerland and the United Kingdom.

"Today we were able to close this camp and this is a very important step and achievement in responding on a humanitarian basis to the situation of people who were stranded there as a result of fleeing persecution," said Philippe Leclerc, UNHCR's deputy representative in Syria.

"However, there are still hundreds of Palestinian refugees from Iraq who are in Al Hol camp in the north-eastern province of Hassake and they also need the same compassion and understanding," he said.

Al Tanf is one of three camps that received Palestinian refugees from Iraq. Currently, there are around 2,000 in Al Hol and in Al Waleed camp, which is on the Iraqi side of the border.

African dictators use various tactics to consolidate their power. They use fear, bribes, arm-twisting, divide-and rule and a litany of other tools to hold-on to power against the will of the unfortunate people they happen to rule over. Furthermore, the coupling of dictatorship with an intelligence background is a recipe for an explosive mixture that could end up in a big explosion that affects millions of people.

  

For example, Rayale, the current president of Somaliland used to be a low ranking NSS officer in the collapsed Somali regime. He held on to this post into the final days of the regime. His elevation to the highest office in Somaliland after the death of his predecessor, Egal, has heralded an era of uncertainly and instability that brought the area at times to the brink of a meltdown.

  

Unlike his predecessor, the late Mohamed Ibrahim Egal, who used dialogue and wisdom to defuse potentially explosive situations, the NSS throwback uses military power and confrontation to stay afloat. In his reign, Somaliland development stagnated. The rich have become richer and the poor have become poorer. Money that could have been well spent on building roads, hospitals, water supplies and decent educational institutions has been diverted to support a military apparatus equipped with the latest weapon systems.

 In his latest attempt to hold-on to power and discredit the opposition, he tried to paint Silanyo, the leader of the opposing Kulmiye party, as a unionist and threatened to throw him in jail if the later failed to apologize for what Rayale termed as high treason. Luckily for Silanyo, the people of Somaliland refused to buy into that claim and have welcomed Silanyo into Hargeisa like a hero. It is kind of surreal for a former NSS colonel who worked for a dictatorial regime in the most abhorrent institution, to portray the chairman of the SNM, one of the armed militia movements that plunged Somalia into a bottomless abyss, as a traitor and unionist. 

 

 Rayale has another, more dangerous card up his sleeve. He is probably reserving this card for the final showdown when all other tactics have failed. This card can potentially plunge the North into a conflict that puts the one to the South to shame.

 n October 2007, Rayale used his military machine to illegally occupy the capital of Sool, Las Anod, on the pretext of being part of the old colonial British Somaliland. Using thousands of dollars to bribe some militia leaders in Sool, his armored vehicles rolled into the peaceful city of 85000. 

 

 The aftermath of the invasion is mass exodus for thousands of families who resented the occupation of their city. The current spate of mysterious explosions and turmoil has made life for the remaining families unbearable and most of them are contemplating moving as well. The most recent explosion targeted the Rayale appointed governor of Sool in the presence of another NSS throwback, Rayale's Minister of Interior, Cirro. The NSS-like reaction of the Minister to the explosion was to impose long curfews, shut down the mobile network, and ban of the use of mobile phones in the city. Thousands of innocent families cannot communicate with their loved ones in the Diaspora or other cities inside the country.

 

 Rayale knows that it would be impossible for his army to hold on to the city for long as some in the Somaliland opposition had expressed. Therefore, it is only logical to conclude that the costly invasion has a hidden political agenda. It is not a far-fetched assumption that the militia on his bankroll will start shooting in the opposite direction on Election Day prompting him to impose a state of emergency to postpone the elections yet again. He used this tactic before when he declared that thousands of votes in some parts of Sool such as Aynaba, that were  affiliated with the opposition as null and void giving him a narrow victory of 80 votes.

 

Many in the opposition already attribute the recent spate of explosions in the city of Las Anod to the security services on Rayale's bank roll. His NSS man in the city is in jail awaiting trial for the recent murder of the commander of the Somaliland forces in the area. The opposition has cried foul and insisted that the accused man be held in a Las Anod jail instead of being relocated to the infamous Mandhera jail where they fear Rayale will either set him free or eliminate him quietly.

  

Another card that Raylae has started using recently is terrorism. He is trying to portray the people of Las Anod as terrorists who are affiliated with the Shebab movement. Unfortunately, International Institutions like the ICG have fallen prey to these baseless claims and have started repeating them without any proof. A recent Somalilandpress communiqué went as far as painting the 12 Traditional Leaders in the area, Isims, as terrorists affiliated with the Al-shebab movement who are plotting to destabilize Somaliland. There are even reports of US and Ethiopian agents in the city to help Rayale and his regime bolster his grip on the city and its population.

 

 These traditional leaders, who have stayed away from their homes in Las Anod for more than two years, have recently assembled in a small village known as Holhol to support the recently elected regional administration known as the Council for the Salvation and Unity of SSC regions in Somalia (HBM). The purpose of the Council is to unite the people of Sool, Sanaaga and Ayn (SSC) in North-East Somalia in their support for a United Somalia.

  

Rayale tried to interfere with the assembly and sent a contingent of his forces to the village to disrupt the meeting. Luckily, these forces failed miserably to disperse the Isims who have relocated to another village in the area to finalize their deliberations which are expected to end up supporting the new Council. HBM is expected to help the Federal government establish the rule of law and consolidate its power in the area.

  

The people of the Northern Regions should realize that the peace they have fought for so hard to achieve is under threat by Rayale and his NSS compatriots. They should say no to Rayale's misadventures just as they said no to his attempts to incarcerate the leader of the opposition party Kulmiye which will hopefully win the election and live up to its Somali name of brining the Somalia people under one roof once again.

 

 They should heed the advice of the respected Sheikh Mustapha who vouched for the importance of Somali Unity by using subtle, convincing and practical arguments in one of his recent sermons to the Diaspora. The Shiekh is based in Hageisa where Rayale masterminds his divisive policies and will hopefully escape the wrath of the dictatorial regime which has so far fooled the world into believing that it is the only democratic regime in the area.

  

They should also listen to Caasha Luul Mohamoud Yusuf who just last night visited us in our living rooms, courtesy of Universal TV, and was declared a Somali Abwaan (bard) by a panel of judges for her patriotic poem Gariir. Caasho was born in 1974 in Ballidhiig, Northern Somalia and is going to be a force to reckon with in the complex world of Somali poetry which has until recently remained a male dominated arena.

  

The likes of Sheikh Mustapah and Caasha Luul give us hope that Somali patriotism is not dead as some would have liked us to believe.

HARGEISA, Somaliland (Somaliland Globe)- The Secretary General of Somaliland's ruling party, Jama Yassin Farah, said on Sunday the opposition KULMIYE party leader, Ahmed Mohamed Mohamoud Silanyo should not be welcomed because of his meeting with Congressman Donald Payne whom he described as "enemy of Somaliland".

Mr. Farah who is famously referred to as Jug-soo-dhacay (He-Who-Landed-With-a-Thud), have made the crude remarks while on a visit to Erigavo, the regional capital of Sanag. He lambasted the Congressman by calling the state- controlled Radio Hargeisa to say that "the man [Silanyo] who shook hands with Somaliland's enemy should not be welcomed"on his return from the United States.

Earlier, a junior Vice-Minister of Foreign Affairs, Ahmed Adan Ismail, made a similar remarks about the Congressman by describing him as "enemy of Somaliland", which drew angry reactions from senior figures of the opposition parties. The Vice Minister also said Silanyo should not be allowed to return back to Somaliland unless he is granted amnesty by the government [president] because of his meeting with Donald Payne.

On Sunday, thousands of KULMIYE supporters turn out in show of force to welcome their hero, Ahmed Silanyo, with open hands. It was a clear testimony that the public were "astounded" and "disgusted" by the remarks made by senior government officials about Silanyo and the Congressman.

"I am greatly pleased the warm reception I have received from the thousands of people who have gathered here today. I have been working hard to promote

Somaliland's quest for recognition as an independent and sovereign state," said Silanyo

"Donald Payne is the only US Congressman who came to Somaliland. He is not an enemy of Somaliland. On the contrary he is a friend of Somaliland," added Silanyo

The KULMIYE leader, Ahmed Silanyo, went to the United States in early January for a short visit where he met with Donald Payne, Congressman from New Jersey who is also Chairman Subcommittee on Africa and Global Health.

Rayale's government had rejected to participate in a meeting on Somalia arranged by the Congressman last year. The Somaliland foreign minister, Abdillahi Duale, initially accepted the invitation but later rejected to be part of the panel with the president of Puntland and the TFG. The Somaliland government requested for a separate panel.

The Subcommitte found that arrangement unacceptable and defeats the purpose of the hearing.

Somaliland, a former British protectorate, got its independence from Britain on 26 June 1961 and entered an unratified union with Italian administered Somalia in July 1960. Somaliland had remained this unratified union with Somalia for more than 30 years.

On 18 May 2009, the self declared republic of Somaliland marked 18 years since it proclaimed independence from Somalia. Although its sovereignty is still unrecognised by any country, the fact that it is a viable, functioning constitutional democracy distinguishes it from Somalia.

NAIROBI, 2 February 2010 (IRIN) - Somalia has one of the highest levels of malnutrition in the world, with up to 240,000 children under five affected, according to an early warning report published on 1 February http://www.fsnau.org/fileadmin/uploads/1642.pdf by the Food Security and Nutrition Analysis Unit for Somalia (FAO/FSNAU) and FEWSNET.

 The report comes as Mogadishu residents say the humanitarian situation has deteriorated.

 "I honestly cannot remember when things have been so bad; it is as if all the negative things are coming together at one time," civil society activist Asha Sha'ur said. "If the situation - both security and humanitarian - does not improve soon, we will be looking at a far worse situation than Somalia has ever faced."

 Ali Sheikh Yassin, deputy chairman of the Mogadishu-based Elman Human Rights Organization (EHRO), said many business people had fled the city due to increasing insecurity.

 "These were the people who used to create jobs," he said.

 "It was not much but it allowed many displaced poor people to supplement what little aid they got. Now that is not possible."

 More than two-thirds of malnourished children were in south-central Somalia, the report said.

 "Although we are seeing some positive indicators in terms of the lifting of the livestock export ban and improved crop and livestock production in southern parts... the food security and nutrition situation in central regions remains in crisis, where 70 percent of the population require assistance," said Grainne Moloney, FSNAU's interim chief technical adviser for Somalia.

 Severely malnourished

 One in six children was acutely malnourished and in need of specialist care. "One in 22 is severely malnourished and at a nine times increased risk of death compared to well nourished children," the report said.

 In south-central Somalia, which has seen significant clashes between Islamist insurgents and government forces, one in five children were acutely malnourished, it said.

 Civil society activist Sha'ur told IRIN that high food prices, lack of employment opportunities and reduced humanitarian aid had contributed to the crisis. A 50kg bag of maize which was selling for the equivalent of US$12 two months ago was now going for $30, she said.

 EHRO's Yassin said the situation in the city had deteriorated in the last two weeks. "We had a few weeks when some people actually returned to their homes from the camps, but that has now been reversed by fighting in the past week."

 Up to 45 people had been killed and at least 152 injured in fighting between government forces and insurgents in the last week, he said.
