Somaliland: President Silanyo Negates Clan Affiliation as Qualification for Regional Governorship



• Awdal governor the only one to face the axe

• As 2 parastatals chiefs are fired and replaced with immediate effect

HARGEISA (SOMALILANDSUN) – Belonging to a certain clan is no longer qualification for appointment as a regional governor.

The president H.E Ahmed Mahmud Silanyo has made dramatic changes to the public service administration following a major reshuffling of regional governors.

A presidential decree released late evening informing of the realignment of regional governors office occupant nationwide is the boldest ever made in 21 years.

The decree read:

The president

• In conformity with Articles 90 and 110 of the Somaliland constitution

• In pursuit Of strengthening governance at the regional level.

• After Consultation with relevant authorities and

• Having been certified of their ability to hold and perform relevant duties

Hereby appoint

1. Mr Mohamed Mahmud Ali "Jiin-yare"as the Governor of Marodi-jeeh region (Hargeisa). Jiinyare is the immediate governor of Sool Region.

2. Mr Ahmed Omar Abdilahi "Hamarje" as the governor of Toghdeer Region (Burao). Hamarje is the immediate governor of Marodi-jeeh.

3. Mr Mohamed Farah Aden, as the governor of Sool region.

4. Mr Abdo Ahmed Ayer as the governor of Awdal region (Borame). He is former Toghdeer governor.

5. Mr Ahmed Muhumed Gelle "Da'ar" as the governor of Sanaag region.

6. Mr Yusuf Ibrahim Geedi as the governor of Gabile region. Former governor of Odweine region.

7. Mr Jamal Husein Hure as the governor of Odweine. He is the immediate governor of Hawd region.

8. Mr Abdilahi Farah Methane as governor of Selel region.

9. Mr Ibrahim Hasan Ali as the governor of Hawd region and formerly of Sarar region.

10. Mr Ahmed Ali Nuur, as the governor of Sarar region. He is the immediate governor of Gabile.

The same decree also announced the firing of Awdal Governor Mr Ahmed Hadi Sidii without giving reasons.

All the appointments take effect from 5th January 2013 and I therefore ask all of your to hand over your former offices and assume news ones expeditiously. –Unquote

This is the biggest administrative change to be effected in the country and the juice of it is that none of the governors will administer a region where his clan is domicile.

With this bold move president Silanyo has finally negated the allocation of senior administration positions on clan basis and established the norms in-place worldwide, APOINTMENT by MERIT

Despite the apt administration expected via this move the governors need all the support they can get due to the momentous task of governing bestowed on them.

At the same time the head of state fired the managing directors of the government owned Somaliland Roads Authority –SRA Mr Abdiwahid Abdiqadir and of the Food Coordination Agency-FCO Mr Mohamed Dahir respectively.

Their replacements are Mr Yusuf Osman Garas new managing director FCO and Prof Hasan Ali Osman at the SRA.

The realization of duties is very significant often to standardize for the services delivered in a good quality and reliable levels. The government has different agencies and units that involved in very huge and serious tasks which are the heart of the governmental systematically operations always and deserve quite energetic and competent individuals to be engaged this area in order to increase the better services of the government mainly security and peace for both national and international levels.

There must be competitive and challenge in terms of work capability and also capacity to select the right people in the right positions elsewhere in the governmental departments to avoid monopoly and backing someone who is too weak to remain in office where unable to handle the work properly and creating many shambolic of duties which general populations are not totally happy how this is managed or dealt with negligence and unprofessionalism that may not secure the better role or assignments to accomplish in a brilliant way of intentions.

Somaliland has been recently on the eyes of the western especially Britain government that releases information and some concerns related terrorism issues in the region, even though the source of this information is unclear and Somaliland Government hundred percent denied the existence of that source, Somaliland still prepares to redouble and strengthen terrorism combat to ensure international communities the fully stability, peace and prosperity in the fragile, unrecognized nation that seems to be an orphan among the African nations or the world for a period of 22 years that looks the world both turned ear/eye deaf or blind to unfairly and indecisively.

Somaliland nation one hand often receives very hostile attacks from different areas weather neighbouring countries of having senseless jealousy and envy towards Somaliland sovereignty as a free independent country joins straight away to the African nations or international communities, on the other hand, Somalia is still chasing Somaliland wrongly and bulling back to remain the former catastrophic union that left one million Somaliland people dead for the result of political domination and severe oppression of 21 years of suffering.

No way of a new marriage takes place between the two republics of Italian and Britain colonies again. Because Somaliland people is still treating the wounds and trauma of the past that resulted every house of Somaliland nation lost the loved ones of their families with dictatorship and pressure of many faces including tribal issues and geographical reasons, Somaliland nation do not have any grudge to their brothers of Somalia, but determined to manage their own interest of peace living and independent enjoyment for the rest of their life. Due to Somaliland request from the international communities, it is important to listen and study the demand of Somaliland nation that has been the only priority agenda of this nation for the last two decades.

Somaliland is still and often too strong to continue securing that rays of hope of which world communities one day convince the right entitlement of Somaliland to generous recognition, although Somaliland does not believe that any recognition is missing from them, as they recognized themselves and work together as nation that implemented the whole governmental procedures by fulfilling and putting in place everything that nation of Somaliland needs to have fully and clearly.

President Silaanyo Reshuffles Regional Governors


Hargeisa:- In an attempt to move away from the normal practice of the administration of President Ahmed Mohamed Mohamud "Silaanyo" on appointments based on community affiliation, the president has reshuffled his governors across Somaliland.

Unlike their municipal officials, Somaliland's governors are not elected but appointed by the president, and it has been the normal practise to have a governor for each region from the majority community in the particular area.

As a result, several disputes occurred after the recently concluded local election council, when power in some regions drifted into the hands of a particular community at the expense of another.

So, last night the president made the following changes.

Mohamed Mohamud Ali former Sool governor now Marodi Jeh
Ahmed Omar H. Abdilahi (Hamarji) former Marodi Jeh governor now Togdher
Mohamed Farah Aden new governor of Sool region
Abdow Ahmed Ayer former Togdher governor now Awdal
Ahmed Muhumed Gelle new governor of Sanaag
Yusuf Ibrahim Geedi former Odweine govenor now Gabiley
Jamal Hussein Hure, former Hawd governor now Odweine
Abdillahi Farah Maydhane new governor of Selel
Ahmed Ali Nur former Gabiley governor now Serar

and finally the president removed Ahmed Hadi Saeed from his post as governor of Awdal and thanked him for his service to the nation.

President Silaanyo also appointed two deputy ministers, Aden Dirie Egal, at Commerce and Nur Osman Guled at Justice.

4 February 2013 – The United Nations agency tasked with supporting agricultural projects in developing countries today announced a new programme to encourage Somalis living abroad to invest in farming, improving food security and increasing rural employment in their homeland.

The International Fund for Agricultural Development (IFAD) will provide a grant worth $1.5 million to finance innovative diaspora projects. Another $1 million is expected from diaspora investment in agriculture in the first four years.

"We must harness this often-times invisible investment in agriculture, particularly in post-conflict countries and fragile States," said Kanayo F. Nwanze, President of IFAD. "Helping the diaspora invest in agriculture represents an opportunity to mobilize new resources to achieve our common goal."

Approximately four times as much is invested in agriculture through remittances than through official development assistance, according to IFAD.

Part of the Diaspora Investment in Agriculture (DIA), the initiative – supported by the Somali Government and the United States Department of State's International Diaspora Engagement Alliance (IdEA) – consists of grants ranging from $20,000 to $100,000 to allow Somalis living aboard to invest in infrastructure in their home country.

Somalia has a history of food insecurity. In July 2011, a six-month food crisis caused by low rainfall and a massive rise in food prices led to thousands of deaths and required a massive humanitarian aid programme.

While the number of Somalis in crisis was halved in the past six months, acting UN Humanitarian Coordinator for Somalia Stefano Porretti has warned that the situation remains fragile with below-average rainfall expected during the April-to-June rain season.

The launch of the agricultural project follows a recent call by Somali President Hassan Sheikh Mohamud urging the Somali diaspora to invest in the reconstruction of the Horn of Africa country.

Remittances from Somalis living abroad are estimated to equal up to 50 per cent of the country's gross domestic product (GDP), which is vital for its economy. Up to 40 per cent of remittances are sent to recipients in rural areas.

The IFAD initiative draws on projects successfully implemented in the region where security remains a problem, such as partnerships with local merchants that allow participants to pick up food at local shops instead of carrying large sums of money with them.

Since the fall of Communism, the council has become, in effect, the first way station for former Soviet bloc nations aspiring to join a web of Western alliances.

As a result, some council members, notably Central Asian states and Russia, have tried to influence the organization's parliamentary assembly with lavish gifts and trips, Mr. Jagland said. They also hire lobbyists to fend off criticism of their human rights records.

"Kicking these countries out is not an option," Mr. Jagland said in an interview. "The council is introducing new rules about what kind of gifts should be given. If political bodies want to combat corruption, then we have to start with ourselves."

Mr. Jagland, a Norwegian who also heads the committee that awards the Nobel Peace Prize, knows that corruption damages the council's reputation. Worse, he believes that corruption has an insidious impact on political institutions and democracy itself.

"It is the biggest threat to democracy in Europe today. It undermines citizens' trust in the rule of law," he said, mentioning his own Norway, and Finland, both perceived as bastions of integrity yet both now embroiled in corruption scandals.

Has corruption really become so prevalent that it demands campaigns and new agencies to combat it?

"I don't think the corruption was less a few years ago than it is today," said Alina Mungiu-Pippidi, director of the European Research Center for Anti-Corruption at the Hertie School of Governance in Berlin.

The European Union, for example, knew that funds earmarked for improving infrastructure were misappropriated in many of the 27 member countries, she argued. In many cases such abuses were tolerated.

The euro crisis, however, seems to have changed public attitudes.

Because of the austerity measures in Greece, Ireland, Portugal and Spain, voters there are no longer prepared to tolerate corruption. They want an end to the kickbacks, undeclared taxes or overseas bank accounts held by politicians — for decades a routine way to conduct business and politics, particularly in Southern Europe.

Above all, Dr. Mungiu-Pippidi argued, they want transparency and accountability.

According to a recent study by the European Commission, the European Union's executive body, nearly three-quarters of citizens in E.U. states perceive corruption as a major problem in their own countries. More than half believe it has increased in recent years.

"The euro crisis has made the public much more aware of abuse of public office," said Timo Lange, a leading member of LobbyControl, an independent organization that monitors lobbyist groups and how they influence the way lawmakers vote or how contracts are awarded.

"If voters do not see the political parties and governments taking measures to stop it, they will lose trust in the conventional political system," he added.

That is already happening.

Over the past few years, Europe has spawned many fringe political movements, anti-establishment parties and new nongovernmental organizations whose aim is to expose and combat corruption.

Mr. Jagland, however, sees another, more dangerous trend developing: a crisis of values.

"This crisis and sense of disillusionment in the political system is reflected in the rise of extremism and hate speech, new nationalism, vilification of immigration and any other forms of otherness," he said.

There is no shortage of measures adopted by the Council of Europe, the European Union, the World Bank and other institutions to combat corruption and promote good governance.

The Union itself — as befits Brussels' bureaucracy — has established a group to deal with these issues and is cooperating with the Council of Europe's Group of States against Corruption.

Dr. Mungiu-Pippidi believes these efforts fall short of what should be done. In her view, the institutions are timid and bureaucratic.

"The Council of Europe should name and shame," she says. "It should be much more outspoken in the defense of values and take a much tougher policy towards member countries that flout the rule of law and values of the council," she added.

The European Union's efforts are also hampered by its own structures. Even though the Union prides itself on exporting its values, Dr. Mungiu-Pippidi said the way it goes about this "is bureaucratic and nontransparent. It undermines good governance."

Instead, analysts say civil society movements and the news media are crucial in exposing corruption. "Of course, they can be intimidated by governments and businesses in all sorts of ways," Mr. Lange said. "But the euro crisis has shown that the public does want transparency and fairness. It is time politicians responded."
