SOMALIA: Rains displace hundreds in Somaliland

HARGEISA, 27 April 2010 (IRIN) - At least 200 families have been displaced and 185 houses destroyed following heavy rains and strong winds, which also killed six people in Hargeisa, capital of the semi-autonomous Somaliland region, officials said.

 Some 2,500 people have been displaced in all, according to the Red Crescent. The worst-affected areas were the southern Hargeisa districts of Ahmed Dhagah, Mohamed Moge and Mohamoud Haybe.

 "One of my sister's children aged about six passed away when the house fell on him," Fathiya Omar, a resident of Sinai settlement in Hargeisa's Ahmed Dhagah District, told IRIN.

 "At about two in the afternoon, on [23 April], we suddenly saw something like a dark cloud covering our whole settlement. Within minutes, it had taken all our houses' roofs off," Hodo Ahmed, 25, who lives in the October settlement of Mohamoud Haybe District, said.

 About 94 families are displaced in Ahmed Dhagah, the district commissioner, Khadar Yusuf Ali, said.

 Officials are worried there could be further displacement in the Dami Dam Internally Displaced Persons settlement, in Hargeisa, due to continuing rains.

 "Our houses are full of water," Asha Mohamoud, said in Dami Dam.

 According to the Ministry of Rehabilitation, Resettlement and Re-integration, household items and plastic tents worth US$35,000 have been distributed. The UN World Food Programme has also supplied food aid to the affected.

 Some residents complained of a lack of assistance, however. "I am a mother of 12 and for the last two nights we have slept outside. We have not received any help... we are waiting for Allah's support," Nimo Hassan told IRIN on 26 April.

What are the expectations?

The expectations of the Somaliland population are different, according to their clan allegiance, regional residence and, above all, their interest. For instance, from the clan level, each clan wants or expects not be on the defeated side. Soon after when the date of the election is announced, we shall see more many unelected persons who are emotionally and enthusiastically bent to advance their clan interest. Absent in their minds are how the interest of their clans is interlocked with the interest of the other clans and unless the election produces a government that service for all clans justly and equally, it will be almost impossible that the interest of their specific clans will be protected.
The other social group is the business people, whose main interest is often maximization of profits, historically speaking. They will analyze and think about whether, under the forthcoming government, their profit will be increased or decreased. Increase of their profits is largely obtained on the expense of the national interest; because they may not pay the required legitimate customs duties and taxation to the government, by bribing government officials. What they don't realize is that if the election brings about a government that upholds the national interest above other interests, it is to their advantage and their interest will be well protected. For instance, they will get a legitimate profit which has also the blessing of Allah. They will also make a healthy contribution to the national development.

The Diaspora is expecting that the election produces a government that is committed to the development of the country. When they visit the country they would like to see a government that makes available what is to them normal basic facilities, such adequate running water, electricity, health service, education, and good roads. A government that they can be proud of its actions and polices. A government that is committed to the modernization of Somaliland at every aspect you look at.
The other group is the population in large. They expect from this election to produce a government that is free from corruption and nepotism. A government that is committed to the general well-being of Somaliland population. A government that protects the country from foreign aggression and tightens the security of the country so that every citizen enjoys a permanent peace. A government that introduces a meaningful developmental polices that create jobs for the young people and more chances for education. A government that provides the population with a secure health service and create projects for the advancement of women. A government that protects the human right of the individual. A government that understands and committed to the "Social Contract" that is the philosophical embodiment of the state.
The international community would like to see a government that keeps security and peace in Somaliland at the time when there exist the political situation in Somalia which is increasingly deteriorating, uncertainty about the future democracy in Ethiopia and the unpredictable threat that engulfs Yemen and Saudi Arabia.

Recently I was in Nairobi. I met the United Nations Special Representative for Somalia, Ahmedou Ould-Abdallah, some European Ambassadors, such as the Swedish Ambassador. I also met the Vice president of the Kenyan Parliament Mr. Farah Mu'allim and other Kenyan politicians and journalists. They all think the coming election in Somaliland is very important and it will definitely determine the future of Somaliland. It will also add a new dimension to the politics of the Region. The expectation is to get a free and fair election that brings about a government which fulfils what are in the imaginations of all the above interest groups and many others. The consensus is that the return of the present government in Somaliland will not bring this change; therefore, the significant change must come from the opposition and Somaliland population are keeping their ears and eyes open to that change.

NAIROBI, 27 April 2010 (IRIN) -  Halima is a mother of five living in the village of Raqayle. Her jobless husband Hassan spends more hours in the `qat' parlour with his friends than looking for ways to feed the family. So, saddled with debts, and burdened initially by her own lack of confidence, Halima launched a small business venture delivering cooked food to people's homes and workplaces.

 You will not find Raqayle on the Somali map, for this is fiction. But it is close enough to the reality for many Somali radio listeners to find something of themselves in the main characters of the new IRIN drama series, No One Earns Without Effort.

 Halima, as you might have guessed, turns out to be an inspirational figure, whose business in the end reaps rewards, though not until she has struggled to overcome numerous hurdles and looked failure in the face. She manages to pay for her children to go to school and even moves into a better house. She shows how creative use of simple skills, plus a large dose of hard work, can turn into profit for you and your family.

 Written and enacted by some of the best Somali drama talent around, the 10-episode series is an IRIN collaboration with Employment Generation for Early Recovery programme, [http://www.so.undp.org/index.php/EGER.html] which supports job creation particularly in south-central Somalia through its Employment Generation for Early Recovery programme.

Bashir Victory Expected; Rivals Weigh Impact on Darfur, Abyei, and S. Sudan

Sudan President Omar Hassan al-Bashir has been announced the winner of the nation's first multi-party vote in 24 years.  Opposition parties have rejected the results, which they say were rigged, but all eyes likely now focus on a southern independence referendum eight months away.  

Sudan's election commission says Mr. Bashir won 68 percent of the nation's votes.  Under electoral law, he needed to surpass 50 percent in order to avoid a run-off vote against his nearest competitor.

Yasir Arman, the northern secular Muslim slated by the southern-based Sudan People's Liberation Movement to challenge Mr. Bashir, came in second with 22 percent, most of which came from the southern states.  His strong showing was made despite announcing his withdrawal from the race days before polling began, citing electoral fraud. 

In Southern Sudan, the president of the semi-autonomous region and head of the SPLM, Salva Kiir, retained his seat with 92 percent of the votes from the region.  

Some international observers, such as the Atlanta-based The Carter Center, have said the election will fall short of international standards.  Northern opposition groups widely boycotted the elections, citing what they called an unfair campaign environment and allegations of vote rigging.  Following the five days of chaotic polling, the charges of vote rigging have only escalated from the opposition forces. 

But with the results final, the international community has indicated its efforts will be focused on securing the final implementation of a 2005 peace deal signed between Bashir's government and the southern SPLM rebels.  The accord includes a January referendum in the South on whether to remain part of the country or to secede and form its own state.  

The lead-up to the referendum is contentious, with a number of outstanding issues analysts warn could derail the peace process. 

With no major change in the leadership of either of the two peace parties, these negotiations are expected to begin hitting their final sprint, and logistical planning for the referendum starts almost immediately.

The top United Nations envoy to Somalia today appealed to members of the nation's Parliament to put aside their infighting and to instead focus on meeting the population's needs and bolstering security.

"I am following, with great unease, the unhelpful debate about parliamentary issues now taking place in Mogadishu," Ahmedou Ould-Abdallah, the Secretary-General's Special Representative, said in a press release.

Although, he said, he recognizes the need to address the question of parliamentarians' salaries, "at the same time, I deplore the time and energy wasted on arguments which could be devoted to resolving more pressing issues at hand," which also include implementing the March agreement struck between the Transitional Federal Government (TFG) and Ahlu Sunna wal Jama, an opposition faction previously opposed to the transitional authority.

Mr. Ould-Abdallah voiced hope that Government and parliamentary leaders will be able to patch up their differences and tackle tasks affecting Somalis both within and outside the country.

He said that he plans to meet with Ambassador Claude Heller of Mexico, who chairs the UN sanctions committee for Somalia, when the body visits the region.

The committee, the Special Representative said, will bring up the issue of impunity, "which has long been a devastating factor in the Somali crisis," during its meetings with representatives from the Governments of Somalia and Kenya.

He also took note of last week's meeting of the International Contact Group (ICG), the United Nations-backed group supporting peace and reconciliation in Somalia, which welcomed efforts by the TFG to reach out to opposition groups willing to join the peace process.

In a communiqué at the end of the gathering held at the headquarters of the League of Arab States (LAS) in Cairo, the body that it was particularly encouraged by the 15 March an agreement between the Government and Ahlu Sunna wal Jama.

"The ICG recognises this agreement as a possible blueprint for future cooperation with other groups and calls for the TFG to intensify its outreach efforts to those committed to peace and stability," the communiqué noted after the Group's latest meeting, chaired by Mr. Ould-Abdallah.

With 1.4 million internally displaced persons (IDPs), some 570,000 refugees in the region and nearly 3 million people dependent on humanitarian aid, Somalia – which has been devastated by factional fighting and without a functioning central government since 1991 – remains the setting of one of the worst humanitarian crises in the world.
