SOMALIA'S LEADERS CLEAR OBSTACLES TO ENDING TRANSITIONAL PERIOD – UN OFFICIAL

Leaders in Somalia have agreed to set up a Constituent Assembly that will adopt the East African nation's new constitution in line with an existing roadmap to end the current transitional governing arrangement by an upcoming deadline, the United Nations envoy for the country <"http://unpos.unmissions.org/LinkClick.aspx?fileticket=hh3N5W1rvHM%3d&tabid=9705&mid=12667&language=en-US">said today.

At a three-day consultative meeting that ended on Wednesday in the Ethiopian capital, Addis Ababa, signatories to the so-called <em>Roadmap for the End of Transition in Somalia</em> agreed that elders will select the delegates to the National Constituent Assembly (NCA) no later than 20 June, the Secretary-General's Special Representative and head of the UN Political Office for Somalia (UNPOS), Augustine Mahiga, told a news conference in the Kenyan capital, Nairobi, today.

"These meetings [in Addis Ababa] of the principals were dynamic and sometimes contentious. But most importantly, they were ultimately successful," said Mr. Mahiga.

After decades of warfare, Somalia has been undergoing a peace and national reconciliation process, with the country's Transitional Federal Institutions currently implementing the roadmap, devised in September last year, that spells out priority measures to be carried out before the current transitional governing arrangements end on 20 August.

The NCA will convene on 2 July to adopt the new provisional constitution by 10 July. Members of parliament will be selected by 15 July by the elders, who will be assisted in the process by a Technical Selection Committee to ensure that the nominees meet the criteria set out in an earlier agreement.

In his remarks to the media, Mr. Mahiga noted that key decisions made during the meetings included the expansion of the Technical Selection Committee, which will now be broadened to ensure representation of Somalia's various clans and international observers.

"There is a real spirit of camaraderie and a drive for progress amongst the signatories of the Roadmap," said Mr. Mahiga. "The process is moving forward and the Somali leadership is committed to meeting the challenging, but achievable, timetable. It is critical that all parties, including the international community, now pull together to support this process."

Agreements reached in Addis Ababa removed procedural obstacles to the implementation of the roadmap, the envoy said, while noting the limited time-frame

"Somalia is less than ninety days away from the most momentous event in its recent history. We have no time to lose," he said. "There is not a moment to spare as Somalia and its partners get down to work and ensure this process is participatory, legitimate, inclusive, transparent and, above all, Somali-owned," he said.

A communiqué issued in Addis Ababa at the end of the meetings also recommended that the President of the Transitional Federal Government issue a presidential decree to convene the NCA. The decree will also enable the constitutional-making process to proceed towards the adoption stage and allow the formation of the National Security and Stabilization Plan, which is intended to lay the foundation for the development of the Somali justice and security sector.

Islamist and ex-PM vie for mantle of Egypt's revolt

(Reuters) - The Muslim Brotherhood and a military man close to ousted leader Hosni Mubarak courted defeated first-round candidates in Egypt's presidential election on Saturday, each trying to claim the mantle of the uprising before a run-off next month.

State television said the Brotherhood's Mohamed Mursi led this week's vote with 26.4 percent, against 23 percent for ex-air force chief Ahmed Shafiq, according to preliminary results.

Hamdeen Sabahy, a secular leftist came a close third with 21.5 percent, followed by independent Islamist Abdel Moneim Abol Fotouh. Only the top two go to the deciding vote on June 16 and 17. Official first-round results are expected on Tuesday.

But Sabahy's lawyer said he would demand that the electoral committee halt the election until alleged voting irregularities had been investigated and until the constitutional court rules on whether Shafiq was legally eligible to stand.

"We have information that conscripts voted illegally," Sabahy told a raucous crowd of supporters outside his campaign headquarters late on Saturday. "We will not give up the rights of Egyptians."

The choice between Mursi and Shafiq, representing forces that have wrestled for the past six decades, has dismayed many Egyptians who voted for candidates offering a middle ground.

They fear a victory for the 70-year-old Shafiq, Mubarak's last prime minister, would snuff out hopes for change ignited by last year's uprising, while a win for Mursi would pitch Egypt into the uncertainties of experimenting with Islamic rule.

"Bread, freedom and social justice," cried the heaving crowd as Sabahy spoke and "The revolution is still on the street".

A young man kissed a baby held in its mother's arms and said: "The revolution was for you. We did it for you and we won't give it up easily."

The Brotherhood invited Sabahy, Abol Fotouh and other politicians for talks to canvas support before the runoff, but both Abol Fotouh and Sabahy made clear they would not attend.

Abol Fotouh, who had previously appeared to throw his weight behind the Brotherhood, to which he once belonged, said he would not start bargaining with the group over government positions.

"We seek to build a consensus that confronts the (Mubarak-era) remnants, but that also achieves the demands of the revolution and a project for a nation that accommodates all Egyptians with justice," he tweeted. "Clearly we will not be part of deals on distributing (government) posts."

A Brotherhood party official, Yasser Ali, had said the talks would discuss the vice presidency and a coalition government.

Warning of "determined efforts to recreate the old regime", the Brotherhood said parties that backed the anti-Mubarak revolt must unite "so that the revolution is not stolen from us".

The Brotherhood already holds the biggest bloc in parliament after an election completed in January, but has been unable to assert itself against an army-appointed interim government.

WHO STOLE THE REVOLUTION?

Shafiq used strikingly similar language at a news conference in which he addressed youth groups that spearheaded last year's revolt. For many, he represents everything they want changed.

"Your revolution was stolen," Shafiq told them. "I pledge to return its fruits to your hands."

He said "the clock cannot be turned back", but that he would not let Egypt "drown in chaos".

Much of his rhetoric indirectly targeted the Brotherhood, playing on fears among Egypt's minority Christians and secular liberals that a Mursi presidency would threaten their freedoms.

"No exclusion of anyone or distancing of anyone," Shafiq declared. "Everyone has a right to be a part of this nation."

On Friday he told Egyptian television he saw no problem with the idea of a Muslim Brotherhood-led government if he were elected president.

The generals who took over when Mubarak quit on February 11, 2011, have promised to make way for a new president by July 1, formally ending a messy and often bloody political transition.

But the military, the source of all Egypt's past presidents, is keen to keep its privileges and influence, preferably enshrined in a new constitution. Political wrangling has held up the drafting process, so the next president will take office not knowing his powers or those of parliament and government.

Shafiq has won support among Egyptians who see him as the kind of strongman they feel the country needs to end 15 months of political instability, economic failure and rising crime.

Although Mursi topped the poll, his score was unimpressive compared to the Brotherhood's performance in the parliamentary election in which it gained nearly half the seats.

WOOING RIVALS

Reform-minded independents such as Abol Fotouh and Sabahy between them won more votes than either Shafiq or Mursi, hinting at the growth of a new centre in Egypt's fluid political scene.

"The Brotherhood will have to reach out in a grand and dramatic way to the centre and the other political parties if they have any hope of winning their support and any hope of winning the presidency," said Elijah Zarwan of the European Council on Foreign Relations think-tank.

Some of the potential partners in an anti-Shafiq front will demand a political price.

The secular Justice Party, formed after last year's uprising, expressed "deep sorrow" at the result and set tough terms for the Brotherhood to win its support in the run-off.

It demanded a presidential system, whereas the Brotherhood favours a stronger parliament, called for a secular vice-president and said the Islamist movement must formally register itself for the first time in its 84-year-old history.

Long a thorn in Mubarak's side, the Brotherhood has looked increasingly isolated from other parties since his fall, first facing accusations it was slow to join the revolt and then that it acquiesced in the military rule that followed.

Trust in the Brotherhood eroded further when it reversed a pledge to stay out of the presidential race. The group, founded in 1928, says it is the target of a smear campaign.

Former U.S. President Jimmy Carter, whose Carter Center was among several foreign and local organisations that monitored the first-round vote, said procedures appeared to have been fair.

"I have confidence in this process, despite the fact that it's been confused on occasion," he told a news conference.

However, the Center's preliminary report noted some procedural irregularities and lack of secrecy for voters in some polling stations.

"The election authorities prohibited access (for monitors) to the final aggregation of national results, undermining the overall transparency of the process," it added.

The president failed in both accounts in his May 18 speech: the crises they created in east Hargeisa as well the denial of the rights of the targeted political parties

“ Quusta, Siilanyo said! “No, no way sir,” the targeted political parties responded swiftly firmly! 
Those ex-Mujahedeen told him,” NO” when Mr. Siilanyo told SNM “quusta” in 1988! Mr. Siilanyo (wuu quustay) gave up, abandoned duty and then fled! The Muj stood on their ground, moved on and in the end won and founded this Republic in which ironically Siilanyo happened to become the president who is harming her more than he is helping!!

1- Siilanyo contemptuously, mockingly, with no thought and with no shame said, “Quusta- give up your rights” to the targeted political parties and by extension to the targeted communities in his May18speech! 


2- Allah disagrees with what Siilanyo said in the above occasion. Allah did not say “Quusta” to his servants. Allah said the opposite. Allah said (haquusanina) “don’t you be despaired” (laa taqnaduu min Raxmatillah, waman yaqnud min Raxmatillahi ila dhaaluun) 
“and those who when an oppressive wrong is inflicted on them are not cowed but help and defend them selves and stand up for their rights, anddespairs not; and who despairs (ka quusta) of the mercy of his lord, but such as go astray” [Al xiger, v56]. Siilanyo’s way is not Allah’s way!

3- Mr. Siilanyo was not in Allah’s line in this as he was not with the moral lie in his May 18 speech! Probably he did not know much of the book of Allah! Probably he did not consider the resilience of the people he was mocking them. For sure he does not know how to confess his mistakes and how to move on!
“Quusta” was a word out side the bounds of decency and out side of our history in which no self respect person could utter, let alone a leader! It is un-Islamic in its totality, as it is morally offensive. Therefore it is not acceptable to the targeted parties and communities and to the conscience of the nation at large

4- In Mr. siilanyo’s “quusta” utterance, people were wondering whether he was really aware that he was like saying, ‘accept fraud, accept injustice and accept the joke of ‘madaxtaabasho’!?

5- Was Mr. Siilanyo aware that he was saying ‘some parties won and others failed with out the verdict of the people, with out a vote!?’ 
The answer to this ridicules entertainment is we don’t know but we shall not accept fraud, we shall not accept injustice and shall not accept arrogance and indifference to the well being of the people as well as the dismantling of democracy and the democratic process from Siilanyo’s side

6- If SNM gave up (haday quusanlahaaleen sada siilanyo u quustay) in 1988 after Siyad Barre and Hailo Maryan reached an agreement of disengagement this Somaliland would not have been founded and we would not have been here to day. Mr. Siilanyo despaired and gave up and took flight to London! We stayed put and fought. Mr. Siilanyo the chairman then escaped and abandoned his army. As shameful as it is, this is history!

Hargeisa killings

7- It seems that the concept of responsibility is unknown to him and to his operatives, except as a burden others seem to accept without question when you see the sequential incidents from“kalshaale to Bahoodle to Taleex to seemale to the heart of the nation-Hargeisa” and to who- knows- what- is- in- store for Somaliland!

He did not confessingly elaborate the ‘burning Hargeisa confrontation crisis’ he created or his operatives did in which innocent lives were lost. That was (among many other problems) what the people were expecting him to address in 18 May! 
As usual the man did not show any feelings in all these serious issues. He did not realize that this incident became an international issue already where by Mr. Mahiga, the UN Representative for Somalia as well as the Somaliland Watch Group 
spoke about the crises in no ambiguous terms!

“Mahiga expresses concern how the trial of these civilians was conducted by a military in contradiction of both applicable local statutes and customary norms of standards of international law,” the UN Political Office for Somalia (UNPOS) said in a statement issued on Saturday.”

8-“Somaliland Watch Group is warning against the prosecution of civilians by the so-called military court, for Somaliland’s Constitution unequivocally stipulates that only the Nation’s civilian courts have the constitutional rights to charge civilians and put them on trial.
The swiftness of the case and the manner in which people were demonized indicate the government’s willingness to increasingly resort to extra-judicial measures.
SWG is strongly advising the government to use civilian courts and traditional institutions to deal with land disputes in general and in this case in particular.
Finally, SWG firmly believes President Silanyo cannot continue to brush off the mounting criticism facing his government over its ineptitude, institutional decay and nepotism. Somalilanders blame President Silanyo for heavily relying on incompetent ministers, and powerful business partners to manage the affairs of the nation. In the Hargeisa incident there are serious questions people are asking. According to the information we are getting from there people are wondering
why the solders that were sent to the place of the incident were selectively from a particular clan to face a particular clan? Many people in Hargeisa believe that it was deliberately planed as such to create a wedge between the said brotherly communities so that Siilanyo could fish in the newly created mistrust and implanted hate between these brotherly communities as a benefactor of these evil activities!Divide and rule Siilanyo owns such record
Cabals were hired already to do the wedge job! What a heinous attempt and a small mind that is!

Now add to these failures upon failures the ability to conceal from the people that Sillanyo’s government psychological makeup is fundamentally different from the rest of the people of Somaliland, since everyone simply assumes that conscience is universal among human beings, hiding the fact that they are conscience-free
In other words, they are completely free of internal restraints, and their unimpeded liberty to do just as they please, with no pangs of conscience, is expediently invisible to the world around them.
And don’t forget, “Allah is not shy to tell (you) the truth.” And that is God’s way

N/B while closing this letter I saw what was called a press conference from some Gabiley elders. They said they were called to collect the bodies of their military men! The question is who they died for, for a merchant or for the nation!?
it is nauseating in my part that it seems some took the bait of betting one community against the other as Siilanyo’s operatives use when ever crises come to their plate but, rest assured any employee for this evil enterprise do not represent the conscience of the Region and the people of Gabiley.

SOMALILAND: Where is the Justice in our Justice System?

What is the need for maintaining a military base in the densely populated and residential neighbourhood? How could a civilian be tried in a martial court under the military law? Are these not the reasons why the people of Somaliland root out the former dictatorial regime by paying heavy price by their valueless lives and blood? These are the question that any decent Somaliland citizen should ask himself or herself.

A couple of days ago a confrontation that resulted in the death of seven civilians and military personnel and the injury of many others after a group of heavily armed youth launched an attack on a military base which they claim to have been taken from them illegally without no compensation. This attack and confrontation ensued after the legal mechanism in the Somaliland Republic has failed to handle the dispute in fair and judicious manner.

First of all, one would see no reason why the government maintain a military base in the middle of densely populated and residential area. The military is the defense forces of the nation that are designed to protect the country from external and foreign enemy. Logically the bases should have been relocated in the border area of the country and in arms length of civilian population. Only dictatorial regimes keep a heavily fortified military base within the vicinity. This military base was established by the former dictatorial regime of Mohamed Said Barre to control the Somaliland population. It is a fact that this land was confiscated from individuals without any compensation. The last four successive governments established in Somaliland after it had claimed back its independence from Somalia Republic had not attempted to evict the local people who were been able to claim back their illegally confiscated land after their return from refugee camps in neighbouring countries.

One would think that the days when the local population was suspected as enemies within had long by foregone. However, the decision to keep a military base within the residential area is a clear example that the Somaliland government has not yet grown out of the old mentality of being wary of its own people. If we do not see our own people on equal footing and be a role model for the next generation, it would be impossible to achieve stability and peace in our nation which has determined enemies all over the vicinity. This incident also clearly demonstrated that how the military and the police forces tried to handle the situation. There is no doubt that the military and the police have used excessive forces in defending their positions. It would be an insult to those European donors that finance the recurrent training and salary of the special police unit. Somaliland is expected to be an example to good governance and democratic value. What distinguish our nation and the thing we are proud of is our tolerance and respect for human dignity. We would not be any different from our brothers and sisters in Somalia Republic if we militarise every civil issues. Civilians who have been frustrated by the web of oppressions and systematic alienation would have no option than using all means necessary to defend their right. It is from the government we have to expect patience, tolerance and fair treatment.

Report coming from the local area confirms that there was a long dispute between the local people and Somaliland's top military officials. The dispute has been taken to the court for a judicial settlement. However, it would be hard to expect the Somaliland judicial system would be in position to handle a case in which powerful military personnel and top official in regime are involved. Before the conflict there was a rumor circulating among the local population that their land would be contracted to crooked private companies engaged in clandestine land grab in Somaliland since the current government came to power. It is worthwhile to mention a number of companies owned by individuals who hail from the same Isaq sub-clan as the current president have been engaged in buying a huge tract of land in most parts of Somaliland. A recent contract awarding Dahabshiil, a multimillionaire company close the president, an exclusive right for the a destroyed cement plant in Berbera city has met stiff opposition. Dahabshiil has since abandoned its plans to take over.

A democratically elected government is expected to follow the rule of the law in solving issues concerning its own society. It is sad that the current Somaliland government has not been able to manage disputes that have arisen in every corner of the country. A case in point is the dispute currently on going in the Buhoodle area.

The election of a new government in Somaliland has brought a new dimension in the Somaliland's volatile political dynamic. Recently it is reported that there is a widespread land grab by the government officials who are spurred by corruption. Many companies rumored to have strong connection with the current government in Somaliland are in race of land grab.

The naked incompetence of the current government was evidenced by the way the civilians rounded up after the confrontation was brought to criminal justice system. It is sad that a civilian government would allow non-military person to be charged, tried and sentenced in military court. A military court is specifically designed for military person who commit crime. There is no law around the world where a civilian would be tried in a military court. One would have justified easily if there was a marshal decree and the country was in emergency situation. As far as my knowledge is concerned, there is no any martial law in place in Somaliland. It is a reality that one would hardly deny that many civil strives have mushroomed around the country since the current government came into power. This is partly due to the disregard the current Somaliland government shows towards the long existing tradition of tolerance and respect to every civil and community rights and freedom in Somaliland.

It is worthwhile to make a note here the caution the former president of Somaliland, Dahir Riyale Khahin, made in his final speech during official ceremony handing the presidential power to the successor, Mohamed Ahmed. In his speech the former president made clear that he would appreciate if the elected president give priority in keeping intact the whole Somaliland as it used to be then. It is less than two years when this reality was shatter by the nepotism and flagrant disregard to the local population basic rights and freedoms. It would be a sad scenario if the current government does not heed the plight of its own people and handle every citizen in equal term. It would be an irony if the good cause all Somaliland brothers and sisters sacrificed their blood and lives turned into vain.

UGANDA: Amnesty or prosecution for war criminals?

KAMPALA, 17 May 2012 (IRIN) - The arrest of a senior Lord's Resistance Army (LRA) commander has reignited debate in Uganda about what to do with alleged war criminals: let them go, to encourage other rebels to surrender; or prosecute them in the name of accountability and justice.

LRA commander Caesar Acellam Otto, along with other senior LRA commanders, "is responsible for the most egregious violations committed against children in the central African region", according to a 14 May statement [ http://www.un.org/children/conflict/english/pr/2012-05-14286.html ] by Radhika Coomaraswamy, special representative of the UN Secretary-General for Children and Armed Conflict. Acellam was captured by the Uganda army in the Central African Republic (CAR) on 12 May.

"I am encouraged by the capture of one of the worst perpetrators of child rights violations, and hope that the Ugandan authorities would not apply amnesty but instead bring him to justice," said Coomaraswamy.

Uganda's Amnesty Act of 2000 provides amnesty for any LRA rebel combatants who abandon the group and renounce involvement in the war. However, the Act does not apply to LRA leader Joseph Kony and four of his top commanders who were indicted in 2005 by the International Criminal Court (ICC) for war crimes and crimes against humanity.

About 13,000 LRA combatants have been granted amnesty since 2000, according to the Amnesty Commission's records.

Opinion on the way forward is divided: "It should not be a blanket amnesty to whoever is captured. His case as a person needs more thorough examination and [should be] judged on merit," Ruhakana Rugunda, Uganda's minister for information, communication and technology, said.

Rugunda headed the government team in peace talks with the LRA, which produced several detailed agreements but, because of Kony's repeated prevarications, no final comprehensive accord was ever signed.

Acellam told reporters in Nzara, South Sudan, on 13 May that he would apply for amnesty, Uganda's state-owned New Vision newspaper reported.

"The Ugandan government passed a bill in Parliament of blanket amnesty. So all rebels who left the bush before me were granted amnesty. Why not me? Why should I fear?" said Acellam, who was captured along with his wife, child and a 12-year-old CAR girl.

Acellam's fate will be decided by the Ministry of Justice at an appropriate time, according to Uganda's military spokesperson Col Felix Kulayigye. "We captured him. He is a prisoner of war," he said.

Stop-gap legislation?

According to Samuel Opio, a human rights lawyer in Kampala, the Amnesty Act is stop-gap legislation favouring only the combatants. "We need to have a comprehensive law that deals with victims issues," he said.

In northern Uganda's Acholi region, which was worst affected by the LRA insurgency, survivors and their families want Acellam tried at the High Court's International Crimes Division  [   http://www.judicature.go.ug/index.php?option=com_content&task=view&id=117&Itemid=154 ].

"These are criminals. He [Acellam ] knows that he committed crimes. He must pay for his crimes and atrocities," said Winfred Laker, a resident of Mucwini in the northern Ugandan district of Kitgum. Laker's sister was shot and killed in an LRA ambush, along the Gulu-Kitgum road in 2003.

"All people who were responsible for committing atrocities in northern Uganda must be tried and punished. There should be no room for impunity," she said.

Arthur Okot who lost a limb in a land mine explosion in Gulu in 2001, said: "This is a time for accountability. I don't support this issue of forgiving these LRA commanders. They have to face the court for the atrocities and crimes they committed in the region for the past two decades... [Acellam] must answer for all the people that they [the LRA] murdered. He was chief of military intelligence."

Court's jurisdiction constrained

The High Court's International Crimes Division was set up in 2008 in line with agreements reached on accountability and reconciliation during the LRA peace talks in Juba, Sudan, to try international law violations recognized by the ICC including genocide, crimes against humanity, war crimes, terrorism, human trafficking and piracy.

But the Division's jurisdiction is constrained by the Amnesty Act, which provides protection from prosecution or to "any Ugandan who has at any time since 26 January 1986, engaged in or is engaging in war or armed rebellion against the government of the Republic of Uganda" and who renounces and abandons war.

According to Norbert Mao, a Ugandan politician and lawyer, Acellam's case is no different from that of other rebels.

"[The] Ugandan government knows that [the] amnesty law is very clear. As long as one renounces rebellion, he is entitled to get [pardoned]. Acellam should get amnesty without any delay," said Mao. "He [Acellam] is already appealing to other rebels to surrender. That is a right move, he has abandoned the rebellion. The capture of Acellam weakens the LRA and sends a strong message for them to think twice. He is going to give a lot of information that will makethe LRA more vulnerable."

The LRA is still active in parts of the Democratic Republic of Congo (DRC) and in CAR where it carried out at least 53 attacks between January and March [ http://reliefweb.int/node/491412 ] displacing tens of thousands of people.

Some favour amnesty

An analyst who preferred anonymity said: "If Acellam renounces rebellion and applies for amnesty under section 3(2) of the Amnesty Act, then the State Director of Public Prosecution and the Amnesty Commission have an obligation to grant him amnesty upon such fair and equal terms and conditions as it did with other applicants."

According to Stephen Oola, a transitional justice and governance analyst at Makerere University's Refugee Law Project, the Acellam situation exemplifies the role military pressure can play while allowing for high-level defections.

"Let Acellam be given a chance to tell us his story of involvement and build confidence around the peace options to ending the LRA conflict," said Oola.

Meanwhile, religious leaders in Acholi have called for reconciliation and forgiveness. "As religious leaders, we believe in restorative justice not punitive. We believe in restoring broken relationships rather than punishing the offenders," Bishop John Baptist Odama, a member of the Acholi Religious Peace Initiative [ http://www.arlpi.org/ ] , told IRIN.

Odama, who called for the establishment of a Truth and Reconciliation Commission, added: "The LRA has destabilized and committed atrocities in the four countries. We need to rebuild the relationships of the affected countries. Dialogue, truth, reconciliation and forgiveness I believe are the best solutions."

The Kwoyelo case

Some analysts are calling for the Amnesty Act to be amended to stop major war crimes perpetrators evading justice.

"I believe a balance should be drawn to accommodate the calls from northern Uganda for reconciliation and forgiveness against the mandate of the state to ensure that crimes do not go unpunished," said an analyst who preferred anonymity.

"[The Amnesty Act] has undermined all efforts of accountability for war crimes and is [a] recipe for impunity among others. Accordingly, the Act, as it is, needs amendment so as to cover the gaps that have been exposed in the constitutional court ruling on Thomas Kwoyelo [ http://www.irinnews.org/Report/93377/UGANDA-War-crimes-trial-may-affect-LRA-defections-analysts ] among others."

Kwoyelo in 2011 became the first LRA mid-level commander to face trial in a domestic court for crimes committed during the LRA insurgency. Captured in 2008 by Ugandan forces in the DRC's Garamba region, Kwoyelo was accused of commanding rebels who murdered civilians in various northern Uganda locations.

While in detention, Kwoyelo renounced rebellion and sought amnesty but his amnesty request has not been granted. In late January the constitutional court said Kwoyelo should be released, but he remains in Luzira prison.

The number of people with high blood pressure and diabetes is drastically increasing in both developed and developing countries, according to a United Nations report released today.

"This report is further evidence of the dramatic increase in the conditions that trigger heart disease and other chronic illnesses, particularly in low- and middle-income countries," <"http://www.who.int/mediacentre/news/releases/2012/world_health_statistics_20120516/en/index.html">said the Director-General of the World Health Organization (WHO), Margaret Chan. "In some African countries, as much as half the adult population has high blood pressure."

WHO's <em><"http://www.who.int/gho/publications/world_health_statistics/2012/en/">World Health Statistics 2012</em> report, which includes data from 194 countries, states that one in three adults worldwide has raised blood pressure and one in 10 suffers from diabetes.

In high-income countries, widespread diagnosis and treatment with low-cost medication have reduced mean blood pressure across populations, leading in turn to a reduction in deaths from heart disease. In Africa, however, more than 40 per cent of adults in many countries are estimated to have high blood pressure – most of them remain undiagnosed, even though many of these cases could be treated with low-cost medications, which would significantly reduce the risk of death.

In the case of diabetes, the global average prevalence is around 10 per cent, with up to one third of populations in some Pacific Island countries having this condition. Left untreated, diabetes can lead to cardiovascular disease, blindness and kidney failure.

An increase in obesity is also highlighted in the report as being a major health risk. "In every region of the world, obesity doubled between 1980 and 2008," said the Director of the Department of Health Statistics and Information Systems at WHO, Ties Boerma. "Today, half a billion people – 12 per cent of the world's population – are considered obese."

The highest obesity levels are in the Americas, with 26 per cent of adults suffering from obesity, and the lowest in the South-East Asian region, where only three per cent of the population is obese. In all parts of the world, women are more likely to be obese than men, making them more vulnerable to diabetes, cardiovascular disease and some cancers.

According to WHO, non-communicable diseases currently cause almost two thirds of all deaths worldwide.

Concern about the rise in the numbers of deaths from heart and lung disease, diabetes and cancer prompted the UN to hold a high-level meeting on non-communicable diseases in New York in September last year. Next week, the World Health Assembly – the decision-making body of WHO – will be held in Geneva. It is expected to review progress made since that meeting and agree on next steps.

UN VOUCHER PROGRAMME ADDS MORE FRESH FOOD TO DIETS IN SOMALILAND, AIDS LOCAL ECONOMY

Thousands of people in Somaliland, in northern Somalia, are getting more fresh meat in their diet as a result of an innovative UN initiative that provides parents with vouchers to help them afford nutritious food from local traders, according to the World Food Programme (WFP).

"Using vouchers gives people greater choice about what food to eat, and gives WFP a powerful new tool for providing food assistance to the most vulnerable," WFP's Country Director for Somalia, Stefano Porretti, said in a <"http://www.wfp.org/news/news-release/wfp-food-vouchers-helping-hungry-families-and-local-markets-somalia">news release today. "At the same time, vouchers help the local economy by supporting local small and medium-scale producers and retailers."

Under the programme, people receive $80 in vouchers each month, and can use them to buy a variety of food including rice, cooking oil and fresh camel and goat meat. So far, around 15,000 people in north-western Somaliland are being given the vouchers as an alternative to food rations, and WFP plans to expand the initiative to other areas later this year.

WFP has reached about 1.5 million people with assistance in those areas of Somalia to which it has had access since the start of the east African country's food crisis last year. Long-awaited rains and a good harvest mean that famine has receded, but gains made in food security and nutrition are fragile.

The first phase of the voucher project is linked to WFP's nutrition programme for young children in Burao, Somaliland. In the past, the family of each child being treated for moderate malnutrition received a monthly ration of food from WFP, but now, with the WFP-provided set of vouchers, families can buy food from local retailers.

WFP is partnering with the Danish Refugee Council to distribute the vouchers, in coordination with Medair, a non-governmental organisation which manages the nutrition programme in Burao.

In the first phase of the voucher project, 13 local traders registered to accept the vouchers, including those who sell fresh camel and goat meat, which are staples of the diet for most people in the largely pastoralist region and can play a vital role in improving nutritional status.

Eventually, WFP plans to expand the voucher approach to relief, recovery and resilience activities throughout the country where market conditions allow. WFP will distribute vouchers seasonally, during harvest periods when food is available in markets, while at other times of the year, the agency will continue providing direct food rations during the lean seasons when supplies are scarcer.

DEVELOPMENT COOPERATION WILL PLAY KEY ROLE IN ACHIEVING SUSTAINABLE DEVELOPMENT – UN

Partnerships and development cooperation among countries will play a key role in accelerating sustainable development, a top United Nations official said today, stressing that assistance will need to focus on helping developing countries find longer-term solutions to eradicate poverty and transition into a green economy.

"If ongoing preparations for Rio+20 have resulted in any insights, a basic one is that development cooperation will play a key role in expediting implementation in sustainable development," the Secretary-General of the UN Sustainable Development Conference (Rio+20), Sha Zukang, told a conference in Brisbane, Australia, on the implications for development cooperation of the transition towards sustainable development.

The two-day Australia High-Level Symposium, "Shaping a Sustainable Future – Partners in Development Cooperation," which began today, seeks to facilitate an informal dialogue on development cooperation among high-level policymakers, multilateral and civil society organizations, philanthropic foundations and the private sector.

In his remarks at the conference opening, Mr. Sha stressed that in developing countries facing growing challenges in hunger, poverty and access to basic social services, among others, development cooperation must increase to improve their living conditions and provide not just immediate assistance but also long-term enabling requirements.

"If rooted in sustainable development, development cooperation will empower recipients, enable women entrepreneurs, and inspire our youth to date to dream for a better future – a future they want," Mr. Sha said.

In a recent report, the UN High-Level Panel on Global Sustainability noted that with the world needing at least 50 per cent more food by the year 2030, as well as 45 per cent more energy and 30 per cent more water, development cooperation can play a vital role in helping poor countries build policies that address economic, social and environmental issues.

During the conference, participants will discuss the role of innovative finance and effective partnerships, with a particular focus on leveraging the private sector and the future for South-South cooperation.

The conference will serve as a preparation for the UN Development Cooperation Forum (DCF) at UN Headquarters in New York, on 5-6 July. The DCF brings various development cooperation actors together and promotes greater coherence among their activities. It is convened by ECOSOC, and its outcomes will also feed into the Rio+20 Conference next month in Brazil.

Canada to freeze or cut aid to six African countries


ADDIS ABABA — The Conservative government of Canada this week said it plans to strip back overseas aid worth almost $380 million over the next three years as it tries to balance its books.

Ethiopia is the third-largest recipient of Canadian aid after Haiti and Afghanistan. Just last year Canada spent almost $180 million in the African nation in bilateral programmes that help alleviate hunger, promote education and development.

The office of International Cooperation Minister Bev Oda would not disclose the amount of the cutting backs but under Canada's financial plans aid for five African countries (Benin, Niger, Rwanda, Zambia and Zimbabwe) will disappear all together.

Ms. Oda said funding for official development assistance put forward by Canadian organizations will continue in Ethiopia. She declared that her government plans to cut only in areas where commitment has been met. Furthermore she revealed that Canada channels its aid through international, multilateral and Canadian organizations and not directly to the Ethiopian government. On numerous occasion, Addis Ababa was accused of using foreign aid as political tool to oppress its opponents and opposition groups.

As part of its effort to help produce a budget surplus, Ottawa will scale back further $170 million from the Foreign Affairs department budget.

SOUTH SUDAN MUST SUSTAIN EFFORTS TO PROTECT HUMAN RIGHTS, SAYS UN OFFICIAL

Welcoming South Sudan's commitment to human rights, a top United Nations official today encouraged the country on its "very long and difficult path to peace, prosperity and a full realization of human rights," and stressed the importance of addressing issues such as arbitrary detentions, torture and violence against women.

In a <"http://www.ohchr.org/en/NewsEvents/Pages/DisplayNews.aspx?NewsID=12148&LangID=E">statement issued on the penultimate day of her five-day visit to the country, the High Commissioner for Human Rights, Navi Pillay, said that the young nation, which gained independence from Sudan last year following a referendum, must strive to put a legal framework in place that recognizes and protects the human rights of all its citizens.

"To some extent South Sudan is starting with a clean slate, and when it comes to passing good laws and establishing effective institutions, that can be a major advantage," Ms. Pillay said. "I have therefore urged the Government to ratify all the main international human rights treaties as soon as possible."

During her visit – aimed at helping the development of the country's long-term human rights infrastructure such as laws, institutions and practices –  Ms. Pillay held meetings with President Salva Kiir and other Government officials, as well as representatives from civil society organizations and the peacekeeping operation known as the UN Mission in South Sudan (UNMISS).

She said she was heartened to hear President Kiir say he is committed to ratifying all the core human rights treaties, and expressed her hope that her visit could speed up the ratification of other conventions concerned with the protection of children, persons with disabilities, migrant workers, and discrimination against women, as well as other basic human freedoms.

"Human rights are not negotiable and cannot be cherry-picked. There are no excuses, not even the youthfulness of the state, for ignoring or violating them," she said. "All the South Sudanese I have met during this visit have made it clear they want these rights to be reflected in their daily lives."

Mr. Pillay highlighted the need to combat impunity, particularly among members of the security forces who violate people's human rights. She noted that there had been some progress during the ongoing civilian disarmament campaign in the state of Jonglei, during which several soldiers reported to have committed crimes have been promptly arrested and, in some cases, charged.

In addition, Ms. Pillay drew attention to the precarious situation that many women face on a daily basis, as many are victims of rape and domestic violence.

"I met a number of civil society organizations as well as individual women who talked to me very frankly about both their own and other women's situations. They talked of the extreme lack of rights for women living in rural areas of South Sudan. They described the tyranny of a dowry system that fuels the practice of early and forced marriage, in which neither the daughters nor the mothers usually have any say," Ms. Pillay said.

The human rights chief noted that, in her discussions, her interlocutors painted a "very disturbing picture" of domestic violence, and suggested rape was fairly commonplace, but rarely investigated. As well, she was told that girls who are sometimes killed for rejecting forced marriages, or ill treated and even beaten to death by male relatives.

"Such terrible forms of discrimination should not be explained away as cultural practices that cannot be challenged or changed. I believe in cultural rights, but not in the cultural repression of half the population," Ms. Pillay said. "The women I have met in South Sudan want the same things women everywhere want, namely the human rights that belong to them as much as to men."

Ms. Pillay also condemned the recent aerial bombardments by the Sudanese Armed Forces in South Sudan, and stressed that the only possible way to sort out the various border disputes between the two countries is through negotiations.

SMALL ISLAND NATIONS COMMIT TO NEW STEPS AT UN FORUM TO REDUCE FOSSIL FUEL USE

Twenty small island developing nations have announced new actions to reduce dependence on fossil fuels and end poverty, as they wrapped up a sustainable energy conference organized by the United Nations and the Government of Barbados.

The "Barbados Declaration" calls for universal access to modern and affordable renewable energy services, while protecting the environment, ending poverty and creating new opportunities for economic growth, according to a <"http://www.undp.org/content/undp/en/home/presscenter/pressreleases/2012/05/08/small-island-developing-states-agree-to-reduce-dependence-on-fossil-fuels/">news release issued by the UN Development Programme (UNDP).

The declaration – adopted ahead of next month's UN Conference on Sustainable Development (Rio+20) – includes an annex with voluntary commitments of 20 small island developing States (SIDS) to take actions toward providing universal access to energy, switching to renewable energy and reducing dependence on fossil fuels.

It emphasizes that there are commercially feasible options in many SIDS for providing energy such as wind, solar, geothermal, and oceans energy.

"However, these technologies must be made accessible, affordable and adaptable to the needs and particular circumstances of SIDS communities," stated the declaration. "In this regard, we strongly urge the international community, particularly developed countries, to ensure the provision of financial resources, technology transfer and capacity building to SIDS."

The host country announced its plan to increase the share of renewable energy in Barbados to 29 per cent of all electricity consumption by 2029. Among other commitments, Maldives plans to achieve carbon neutrality in the energy sector by year 2020, while Seychelles will seek to produce 15 per cent of its energy supply from renewable energy by 2030.

The declaration also recognized the importance of the Sustainable Energy for All initiative, launched by Secretary-General Ban Ki-moon last September, which seeks to ensure universal access to modern energy services, double the rate of improvement in energy efficiency and double the share of renewable energy in the global energy mix, all by 2030.

The two-day conference, which ended yesterday, brought together more than 100 Heads of State, ministers, leading development experts, civil society activists, business executives and UN officials from 39 SIDS.
